TSE was one of the first organizations to serve people with developmental disabilities in Minnesota beginning in 1961. Services were designed to provide individuals with leisure, recreation and socialization opportunities. Participation was voluntary and there were no age limits.

In the late 1960’s and early 1970's, TSE began serving infants and preschool-aged children up to the age of 5 years and individuals 21 years of age and older. These ages were served until the late 1980's when TSE began only serving people over 21 years of age. These changes were a result of new education laws in Minnesota.

The focus of services has changed, as well, from leisure, recreation and socialization to primarily work in the form of community employment or in-house production work. From the first years to the present, TSE continues to serve individuals with a wide range of disabilities and a variety of interests and needs.
